Q&A | Plumbing : Compression valve faucet problem

Title of Question: Compression valve faucet problem

Name:Brian  City: Rockville, MD
Question: I have a compression valve, two handle faucet in my bathroom. The cold water valve, when first turned on (water running) about a quarter of a turn or less, will immediately shut the water off in about a second without moving the valve in either direction. The water will turn back on if you continue to turn the valve in the on direction. Turning the valve in the opposite direction shuts the water off properly. I have replaced the washer and tightened the screw that holds the washer. Can I fix this problem without replacing the valve or the faucet.
