Question: Do home repairmen typically charge the customer for materials such as drill bit sets, light covers (when asked to install a new light fixture, not replace the cover), seal remover, and putty knives?

Answer: I certainly wouldn't expect to be charged for those types of things. Possibly if I had to buy some very specialized tool for that one job, but even then...

Answer: Typical, a the bussiness owner would figure in to the total cost of the project a charge/fee for the tools used, because of the tools life and value is depreciated each time it is used. The charge would days/years of expected of the tools life devided by the cost, in your case the charge would nominal if any. Although many people run bussiness, many different ways.
