Question: Anyone have an idea on what rule of thumb is on installing a snow fence on distance from road?

Answer: The distance should vary based on the amount of snow you expect, what is planted nearby (that you want to keep the snow off of), and how busy the road is. Ideally, you want to keep it as far from the road as you can, but you have to weigh that against how much yard space you have for the snow to be contained in. Is there a landscaping contractor you can talk to who would have a good idea on protection for bushes versus how much room you need for the snow?
