Answer: I wouldn't recommend it. This is one home improvement project that needs a stable and level surface. If you just add tile over tile, you are not working with a flat, level surface and invariably the tiles will crack from the stress. Instead, you'll need to take out all the old tile (I know… I know… it's a pain), then start with a fresh layer of cement backer board. In the end, you'll be happy you did. If you're just looking for a new look for your tiles, you could paint them, but that is a lot of work. It depends on your goals and time frame. Good luck!
