But if you are in the United States and your State has adopted the International Codes Council International Residential Code, the answer is: (Sections R202 and Sections R310)
1) All emergency escape and rescue openings shall have a minimum net clear opening of 5.7 square feet. (Section R310.1.1)
-The exception is that if the window is
less than 44" above or below the
outside grade, the net clear opening
can be 5 square feet
2) Minimum clear opening height shal be 24"
(Section R 310.1.2)
3)Minimum opening width shall be 20".
