Toilet Not Flushing Properly

Question: Lately when the toilet is flushed, the flapper ball stays up with what appears to be air blowing up from beneath. There is traces of sediment in bottom of tank and bowl fails to drain out totally. The water comes from the city water system. What can solve this problem?
