Tub Caulking

Question: We have had to re-caulk our tub almost 6 times in the last 2 years. We have tried filling the tub with water, leaving the tub empty but nothing seems to help. The caulk continues to pull away from the tub and/or the tile portion of the wall within a week or two. We know the house has settled but shouldn't the caulk job last longer than 3 weeks???
