Balcony Cleaning

Question: The balcony for my condo has a vinyl railing amd a funky ridged floor which I think is foot wide metal strips.. I can't risk dripping or flooding the balcony below nor damaging the vinyl siding and vinyl covered railing & spindles. could I safely use a steam cleaner on the floor and railing? Any tips will be appreciated.
