Single Pane V. Double Windows

Question: We live in an Historical District & have old, double-hung windows that are drafty, etc. We invested in having a window guy re-glaze several of them, in which they turned out beautiful, yet still the rooms are hard to heat & cool. The Historical Commission will not allow new windows to be installed, saying that if the old ones are restored properly, they are just as energy efficient as new double-pane ones. My question, is this true?
