Bulbs Blow Out

Question: I measured in my house 123V. Is it the reason the bulbs blow out? We use breakers no dimmers. The energy saving bulbs are blowing out and no way to save(if you buy them every month!).

Answer: That should not cause the bulbs to blow,most houses now run as high as 130 volt . does this happen in all rooms or just one room .If all rooms then I would start checking the grounded conductor being loose or check for voltage spikes

Answer: To add to what Doc answered,also check the socket and the fixture also.I have seen a couple situations like this and each time it was a bad socket with loose connections.
