Question: I disabled the fuse curuit and replaced the kitchen ceiling fixture. I turned the power back on and the light stays on all the time, even when the switch is turned off. I replaced the switch and it still stays on.

Answer: Fixture is miswired....You have a "switch loop" that should allow power to first go to the switch then to the fixture....You bypassed the switch leaving power to the light fixture on all the time and the fixture uncontrollable except at the circuit breaker. I'll post a second reply with a link to a switch loop diagram showing how it should be wired.
