Question: When i test a receptical witha tester the light lights dimly but it will not light a lamp .i am wondering if the circuit breaker is defective.

Answer: You could have a couple of problems is this the only outlet on the circuit or is there more and all of them the same. You could just have a bad outlet or a loose wire Turn power off to the circuit and remove the outlet and check for a loose connection After replacing the outlet and turning the breaker back on checkit again ,if you still have the problem go test the breaker by putting one lead on the screw that the wire is under on the breaker and then the other test lead on the white wire in the breaker panel and then on the bare or green wire in the panel. Make sure you are testaing the correct wire and breaker if you still have the small voltage then test other breakers if they are fine then yes that breakeror slot is bad try moving it. Make sure you are care ful as the wires are still energized

Answer: THE CIRCUIT BREAKER IS FINE YOU LOST A NEURTRAL SOMEWHERE BETWEEN THE PANEL AND RECEPTICAL
