I Need A Breaker That Wont Trip

Question: 2 each 15 amp breakers with bar i found out that this breaker is inactive.can it be activated for a 12.0amp I've 60 Hz 115v 1 hp pump?was trying to use 15 amp but it kept triping.if i can use this how do i add an outlet for it to be used solo?can i add the outlet below the circuit panel?i am in a hurry.thanks
