Lights Dim

Question: When I turn on an appliance that draws a lot of juice ie Dryer, microwave or hair dryer, my lights dim. It does not seem to be related to any one circuit. It seems to be more pronounced after the last 8 days of rain. Basement is dry and no signs of water are present.
