How To Straighten Vinyl Fence

Question: I have 6ft tall vinyl privacy fence that is leaning badly on one side of the yard only. The postholes were dug 36" deep, filled with gravel at the bottom, 2 bags of concrete and the rest with soil. They gradually started leaning along one side. I managed to straighten them only to watch them lean a few months later. How can I PERMANENTLY straighten them? Would it help if I dug the soil out and backfilled with concrete all the way up? This side of my yard is also the wettest spot in my yard. Is that a problem?
