Split Rail Fence Repair

Question: I have a unique problem. The posts of our split rail are fine but the actual rails themselves have been EATEN away by our dog who chews on them while "playing" with the neighbors dogs across the ditch behind us. We now only have the top rail as she's demolished the other two lower ones. How do you put new rails in? Do I have to take out one of the posts?
