deck roof waterproofing

Question: I'm adding a new deck to my house that's going to have a screened in lower deck and an upper deck. The floor of the upper deck is serving as the roof to the lower deck. How can I water proof the upper deck so the lower deck doesn't leak and still use the upper deck as a sun deck?
