Compressor Hums But Will Not Come On

Question: My compressor hums and my fan will only come on when I manually spin it w/ screwdriver. I replaced the fuses and verified the thermostat is not faulty. What does the problem sound like and is it time to call an expert. Thank you

Answer: Bad Capacitor what else would it be. If voltage is fine then you have a capacitor that starts both your fan and comprssor. Does the top of the capacitor look flat or bubbled up like a mushroom. If flat usually good. If mushroom then definetly bad.
