Pool Leak By Way Of Conduit In Light Housing

Question: over course of two weeks i watched the pool drain aggressively daily. water level stopped dropping at the mid-level of underwater light. the putty around the conduit is leaking drops back into aluminum light housing. chipped away as much of the putty as i could and used butyl tape(leakmaster by anderson-light conduit sealer) to seal leak. very sticky stuff, but it does not adhere very well to aluminum. any suggestions? thanks!
