Cleaning A Whirlpool Tub

Question: How in the world can you keep a whirlpool tub clean? No matter how many times we clean it black stuff shoots through the jets. We purchased our home 3 years ago with this tub in it and have never been able to turn on the jets. I'm considering finding a way to cover the jets, remove the piping and make it back into a regular tub. The jets have small areas which are difficult to get to with cleaning agents so some areas of the jets always look mildewy or dirty. Help!
