Whirlpool 465 Burner Going Out???

Question: I just bought this oven on craigslist and now I am worried. The front left burner fades in and out. I just made some tea and noticed that on high the bright red coil would dissapear ever 15 seconds for about 4 seconds. Does this mean it is going out or is it supposed to do that?
