Question: IF WINDOWS ARE INSTALLED AND NOT CAPPED WOULD THAT BE THE REASON RAIN GETS IN .iF SO HOW AND WHERE CAN I GET IT DONE ,OR CAN I DO IT MYSELF.

Answer: No. If the windows are leaking they were improperly flashed and would need to have the siding removed and reinstalled to correct the problem.

Answer: They should be capped. If you are handy you may be able to fix it, otherwise call a professional. You will need to remove the trim at the top of the window, pry the siding above so you can sneak a piece of window flashing under it, then slip the trim back in place and reattach. Good luck!
