Different Heights Of Garage Doors?

Question: If one puts in a new door w/ the rails. What difference would it make if the new door was say 3 inches taller than the door opening? Ex: putting a 9x7 door in a 9x6ft 8 in. opening? Could one just put the rollers on the top panel a couple of inches lower to ensure a tight closed fit? So the door is three or four inches taller on the inside. Just can not see clesrly on this one
