How To Enclose A Basement Window Under A Patio

Question: We recently discovered that the patio in our new house was built with concrete paving stones over a basement window. The basement is not used for living space and since we were having terrible leakage through the window with heavy rains we decided to enclose the window space. I am tryinng to find out how to do this, eg., brick and morter with an outside sealant?
