Water Drainage

Question: What can I do to handle a huge amount of water that drains off my neighbor s yard above me( am lowest point in cul-de-sac down a slope, across the drive where it converges with water off the road at the sidewalk creating a river of water that collects along the sidewalk, puddles in front of my azalea bed in front of the porch and runs off the sidewalk at the front steps down around the corner converging with water run-off from the cul-de-sac and the neighbor's yard on the right side, and runs down on my property to corner of my fence?

Answer: In a word nothing, unles you are prepared to take on the authorities to install additional road drainage. Which seems to be sadly lacking as the present system is unable to cope. You didn't say if the developement was new or not!
