Caulking Won'T Dry

Question: I have a shower insert around my tub area and re-caulked it last week. I removed all the old caulking, dryed the area, wiped it down with alchol, applied the caulk. There are a few spots where it feels like it was applied an hour ago instead of a week ago. It has skinned up, but is still soft underneath. Any ideas why this might happen?
