Constantly Leaking Tub Faucet.

Question: I have tub faucets (dual control, washer/seat mechanism) that leak CONSTANTLY! I have changed the washers, seats, and entire stems and they STILL leak! What is the problem? Is this "fixable"?

Answer: In fact, after changing both seats, and both washers, it seems to be worse...

Answer: The water in the tub won't completely stop running in the tub. can't tell if it is washerless or not.

Answer: I have one of those 2 valve diverter in my tub. I've already tried tightening the screws on both the hot and cold water handles. Yet the water is still leaking. NOt fro mthe bottom of either faucet handle but through the faucet. How can i fix this?
