Not Enough Water Pressure To Flush Toilet

Question: we have an old toilet that when flushed starts a whirlpool but then stops and wont even flush down toilet paper. When we take a bucket of water and pour that in the whirlpool while flushing it goes down great and fast. The water gauge is fully on and the water level in the tank is where it should be. I dont think it's a block or the water would not flush so well when water poured in... any ideas? I've messed with just about everything in the tank.
