Draining My In Ground Swimming Pool.

Question: I need to drain my swimming pool enough to replace a fiber lens. I considered just backwashing but, the fiber lens is below the skimmer. There is a drain on the bottom of the pool but, I'm not sure how to initiate flow through that. There is also a valve labled waste that is in the off position. Any tips would be greatly appreciated.
