Jacuzzi Level Falls A Lot When Pump Goes Off

Question: I have a jacuzzi that is raised about a foot above the pool level. Often, when the pump turns off, he water level in the jacuzzi drops and exposes the steps...to about the level in the pool. What causes this....a valve?
