Sewer Leak

Question: I live in a townhome and an outside pipe has broken. I think it is the responsibility of the HOA to cover this. They are suggesting that they will fix it and will pay for carpet cleaning. I am concerned that there has been too much damage to the carpet and flooring to just have the carpets cleaned. Should I ask them to replace carpet and repair floor? Also I think this happened with the previous owners and there may be toxic molds from it? Does anyone know anything about this?
