Flat Roof- Adding A Bathroom Vent

Question: On my 1950s ranch in the detroit mi area, I have a built up roof, tar and gravel, with a 2/12 pitch to it. I am trying to seek information on adding a bathroom vent to the roof. Anyone have any ideas? I have sopken to a roofing company that wanted 1200.00 to do the work, which is way too high. I have installed vents on a shingled roof, but I am not sure how to make the pipe jack not leak with a tar and gravel roof.
