Covering Asbestos Siding

Question: I've read that, as an alternative to removal of asbestos siding, you can cover asbestos siding with insulation board and then vinyl or other covering, using nails that will penetrate all coverings and attach to the wall studs. But I've also read that you are never supposed to drill asbestos tiles. Can one cover asbestos tiles safely?
