Siding Sheathing

Question: We have lived in our home for about 10 months. We were having foam insulation installed. When they went to install it, there was no sheathing. So they would not install it because it might bow the siding. My question is, is that a code violation and is there anything we can do to resole this without taking a 2 or third job to pay for new siding. It is aluminum siding that looks like it has been painted at some point.
