Vinyl Siding

Question: i have vinyl siding installed on my garage. the installer took off the old siding and attached the vinyl siding on the board that was underneath. as a result the board has holes in it from 3 to 6 inches in different spots. the installer said this was normal. i want to know how to repair the holes.
