Chimney Chase

Question: I live in an older house and the chimney runs through the kitchen where it is simply coated with plaster. the outside chimney needed to be repointed, however before I repointed it, the plaster coating in the kitchen had some moisture dammage. Now I want to repaint the plaster, however it seems to have a flakey and powdery texture. It does feel dry and it seems as though the moisture problem is gone. How can i repair the plaster before painting?
