Rotted 2X4 Either Top Plate Or Truss On Exterior Wall

Question: I have an exterior wall that has a rotted 2x4 across the top. There are two horizontal 2x4s and the top-most one is rotted. How do I make repairs to this? The wall is an exterior wall on the 2nd floor of a 2 story house. The home is about 50'x30' and the wall is on the 30' side behind the chimney. The roof is a hip roof and there is chimney flashing above where the repair needs to be made.
