Answer: Depending on the type of paper you're going over-vinal, textured ect will depend on your prep for the new paper.
If the existing paper is a vinal like Novamura, you can probably peel away the top layer of vinal, leaving the backing paper. Apply wall size and proceed.
Otherwise, you can simply apply primer over the existing paper-provided it's well adhered to the wall.
If the paper is textured, you really don't have too many options apart from removing the existing paper-the only other possibility being applying a liner paper-which doubles your workload.
Usually when you explain to the customer that the job is going to cost them a lot more to do their way than it will if you do it yours, they usually come around to your way of thinking.
